Three more unlicensed ride-hail operators caught and fined in Richmond

On July 27, 2022, Richmond RCMP’s Road Safety Unit once again teamed up with the BC Ministry of Transportation and Infrastructure’s Passenger Transportation Enforcement Officers to disrupt unlicensed ride-hail operations in the City.

In May, a similar coordinated effort identified four unlicensed ride-hail operators and served them each with nearly $1800 in fines. This time, they identified and fined three more.

Each of the unlicensed ride-hail operators received a total of nearly $1800 worth of fines under the following charges:

• Operating a commercial passenger vehicle without a permit, contrary to the section 57(1) of the BC Passenger Transportation Act ($1150);
• Operating a commercial passenger vehicle with the wrong class of drivers license, contrary to section 24(1) of the BC Motor Vehicle Act ($276); and
• Operating a commercial passenger vehicle without a certificate of inspection, contrary to section 25.07(1) of the BC Motor Vehicle Act Regulations ($357).

Although none of the suspect drivers has been identified as an unlicensed ride-hail operator in Richmond before, one of them had allegedly been identified in a similar project in Burnaby earlier this year. This driver also received a Notice and Order for an immediate vehicle inspection, due to visible damage on his vehicle. His licence plates were seized and his vehicle was towed.

By continuing to coordinate with our counterparts at the Ministry of Transportation and Infrastructure, the Richmond RCMP Road Safety Unit continues to identify and disrupt passenger vehicle operators whose entrepreneurial endeavors are unlicensed, unsafe and unwelcome in our community.
